简要介绍了Vipersat系统独特的动态SCPC技术和上行切换策略，为“陆态网络”项目提供了优质的卫星通信网络平台。阐述了在SCPC＋TDMA双模工作体制下，“陆态网络”基准站和重力站的各类数据业务得到安全、可靠、有效的传输；同时，Vipersat系统的带宽管理能力有效提高了带宽利用率，并能极大地提高服务质量。

 This paper briefly introduces unique dynamic SCPC technology and advanced upstream switching strategy of Vipersat, which provides high-quality satellite communication network platform for " GNSS " network. Various data applications of the" GNSS " network can get security, reliable and effective transmission with SCPS+TDMA dual-mode. At the same time, capacity of bandwidth management improves availability ratio of bandwidth and e quality of service efficiently.
