应用Myeclipse开发平台，以Java为主流开发语言，采用基于角色权限动态分配技术，结合地震速报管理规定，研发海南省地震局地震速报短信自动上网系统。该系统的实现在降低手动输入带来错误的同时，减轻工作量，提高工作效率。该项工作的实施，实现了海南省地震局地震信息自动上传互联网零的突破。
