通过统计分析全球近20年自然灾害资料可知,巨灾地震具有高致死性、高损失比和“链式”影响等特征,且地震灾害的发展和传播常导致灾情具有广泛的国际影响。为掌握全球地震灾情,有效评估灾害影响,降低灾害风险,提出建设全球地震灾害信息综合服务平台的构想,并对平台建设技术路线及内容进行初步设计,且在此基础上提出发展全球地震灾情预评估业务的设想,探讨评估方法。建设该平台,有望为国际地震灾害应急决策提供技术支撑,为逐步构建全球地震灾害综合信息服务业务奠定基础。
Through statistical analysis of the global natural disaster data in recent 20 years, it can be seen that catastrophic earthquakes have the characteristics of high mortality, high loss ratio, and “chain” impact. In addition, the development and spread of earthquake disasters often make the disaster situation with a wide international impact. In order to grasp the global earthquake disaster situation, effectively evaluate the disaster impact, and reduce the disaster risk, this paper puts forward the idea of building a global earthquake disaster information integrated service platform, and preliminarily designs the construction technical route and content of the platform. On this basis, it puts forward the idea of developing the global earthquake disaster pre assessment service, and discusses the assessment methods. The construction of the platform is expected to provide technical support for international earthquake disaster emergency decision-making and lay a foundation for the gradual construction of global earthquake disaster comprehensive information service.
